There are two separate, but related, Federal policies currently reaching a critical point in Washington, DC. The Renewable Fuel Standard and the Renewable Electricity Standard both have the potential to provide new and important wood markets for private forest landowners. The Fuel Standard creates a government mandate to create a specific amount of fuel from renewable sources such as forest biomass. The Electricity Standard does the same, but with the nation's electricity production.
The Renewable ElectricityStandard (RES) is currently being considered in Congress. In the next few weeks, you will receive another Action Alert similar to this one. At that point it will be necessary to contact your members of Congress and deliver an important message regarding the Renewable Electricity Standard.
Today, we need your help with the Renewable Fuel Standard. Please contact your U.S. Representative and urge him/her to cosponsor H.R. 1190 (Herseth-Sandlin) and your U.S. Senators and urge them to cosponsor S. 636 (Thune/Tester/Chambliss).
The Renewable Fuel Standard (RFS) was passed in the 2007 Energy Bill to require 36 billion gallons of fuel be produced from biofuels annually by 2022. While renewable forest biomass is an acceptable source to meet the RFS, the definition in the RFS severely limits what type of forests wood for fuel can be harvested from. The strictest reading of the RFS definition of renewable biomass would disqualify forest biomass from most naturally regenerated forests, or 88% of all private forests. If this restrictive definition is fixed, America's private forest landowners will have the opportunity to sell some of their wood for the production of energy. Both the House and Senate bill we are asking members of Congress to support will change this restricitive defintion, opening up the wood to energy market to all private forest landowners. We need both houses of Congress to pass these bills so please make sure you contact your one U.S. Representative and both of your two U.S. Senators.
